Los Angeles, CA – At the February 24th meeting of the USG Senate, the Senate took up 3 bills and one resolution — SB 145-18, SB 145-19, and SB 145-20.
The Senate passed SB 145-18: A Bill to Amend the USG 2025-2026 Fiscal Budget by a 12-0 vote. Authored by Chief Financial Officer Avery Horton and Chief Programming Officer Ali Edmonds, SB 145-18 will fulfill the request to amend the previously approved budget in SB 145-12. Spring re-allocation ensures funds are being utilized to their highest potential and ensures that by the end of the 2025-2026 calendar year the budget is optimized with a near-zero delta.
SB 145-19: A Resolution to support the implementation of Unit Rollover Program as an equitable replacement for the Academic Achievement Award. Authored by Senator Muqtadir and Aide Corey Umamoto, SB 145-19 urges the university administration to implement the Unit Rollover Program, a solution that allows up to four units to be rolled over per semester, eight within one academic year. The program would operate on a revenue-neutral basis, leveraging existing systems like registration and STARS for automated tracking, and would support all full-time students, rather than reaching only 3% like the former Academic Achievement Award.
Senator Muqtadir stated “Unit rollover is a common sense solution that takes into account USC’s financial hurdles over the past year, but also considers that students should be prioritized and be given every opportunity to maximize the value of the units that they are already paying for.”
SB 145-19 passed by a 12-0 vote.
The Senate additionally took up SB 145-20: A Bill to Approve changing the Undocumented Trojans Success Assembly’s Name and Logo. The proposed name and logo are intended to be inclusive of students with asylum status while affirming and supporting the broader immigrant community. The bill to rename the organization has passed, and the name will be updated to Immigrant Trojan Student Assembly (ITSA), with the logo reflecting the new acronym.
The February 24th Senate meeting also featured reports from Chief Communications Officer Emily Chang, Chief of Staff Karen Borglund, and Chief Financial Officer Avery Horton.
