Given the recent passing of Senate Bill 143-13, a Bill to Amend the Funding Department Guidelines, we’d like to recap the details with you all.

Due to the rise in costs of venues over the years, it has become increasingly difficult to fund all requests to cover the full costs of venues for each RSO. It is our intent to continue supporting all of USC’s RSOs to our fullest capacity. With that being said, Senate Bill 143-13 has passed in order to utilize our budget more efficiently and expansively. 

The major changes due to the passing of this bill include the following: 

  • Funding requests for venues, specifically, will be considered at a maximum of $4,000. With this maximum in place, RSOs have two choices: 

1) Proceed with the venue of their choice if it is over the $4,000 maximum, but be accountable for the balance that USG cannot cover. 

OR 

2) Select a venue and submit a funding application within the $4,000 maximum venue budget.

  • Funding applications must be submitted 6-8 weeks before the event date or the date of payment, whichever comes first.
  • The CFO reserves the ability to close a funding board when the respective fund reaches 50% utilization before the end of the fall semester.
    • As of September 26, 2023, the Professional/Academic Research Fund and Performing, Visual Arts, and Cultural Fund will no longer be accepting applications for events occurring in the Fall due to reaching a 50% utilization. These funds will begin processing applications for events occurring in the spring starting October 25, 2023.
